Second Aussie surfer this month attacked by shark (AP)

SYDNEY ? A 44-year-old surfer suffered serious wounds to his thigh and buttocks in Australia's second shark attack this month.

Australia normally has about three shark attacks per year ? one of them fatal ? but there already have been two attacks so far this year, off the east coast.

Paramedic David Morris says the man was attacked Wednesday off Newcastle, 80 miles (125 kilometers) north of Sydney.

Witnesses say a great white or bull shark is believed responsible.

Morris says two life guards brought the man to shore, where he was taken by ambulance to a Newcastle hospital in serious condition.

A 28-year-old man survived a shark bite on an arm while surfing off North Avoca, about 55 miles (90 kilometers) north of Sydney, on Jan. 3.

Sad news for Blake Shelton.

The 35-year-old country superstar and "The Voice" mentor is grieving the Wednesday passing of his father, Dick.

As the singer mourns with his family, he has announced plans to reschedule four dates through next week on his Well Lit & Amplified tour. His stops in Bismark, N.D., Rapid City, S.D., Bozeman, Mont. and Billings, Mont. will be delayed until late March.

(AP) ? The Academy Awards is the best awards show on TV ? at least according to Billy Crystal.

The veteran Oscar host calls it "the granddaddy of all the shows" and says in a new video that he appreciates being "trusted with this show again."

Crystal says he and Oscar producers are approaching the show "as fans of the movies and movie theaters and our first experiences in them."

Wearing a tuxedo and dancing among oversized Oscar statues, the 63-year-old comedian acknowledges that "there's so much expected" of his return and hints that he'll take his traditional approach to opening the show by inserting himself into the year's films.

The video is among special content the Academy of Motion Picture Arts and Sciences is offering through its official show website, Oscar.com.

Since mephedrone was made illegal in the UK in 2010, the street price of the drug has risen while the quality has degraded, which in turn may have reduced use of the drug. New research published online today reveals that young people who continued to use mephedrone after it became illegal would switch to a new legal high if it were pure and rated highly by their friends or on the Internet. They would be less deterred by a lack of scientific research on the new drug.

Mephedrone is a synthetic stimulant -- a 'designer drug' -- that became widely used in the UK from 2008 to 2010. Its rise in popularity may have been caused by its legality and ready availability (typically sold online as 'plant food'), and also to the reduced purity of street cocaine and ecstasy during the same period. In 2010, because of its similarity to amphetamines and frenzied media reporting of the harmful effects of the drug, mephedrone was made illegal in the UK and scheduled as a Class B drug. The drug is still available through street dealers and online.

Research published online today in the journal Addiction shows that after taking mephedrone, users showed impaired working memory as well as the typical stimulant drug effects of euphoria, self confidence and buzzing.

While intoxicated, they also experienced marked craving for mephedrone and typically binged on the drug, taking it repeatedly for an average of eight hours. When drug-free, this group showed higher levels of depression and poorer long term memory compared to controls using drugs other than mephedrone.

When asked what factors might influence them to try a new legal high, the same users said they would be drawn to a new drug that was pure and had few short-term or long-term harms. While they would be attracted by positive reports from friends and on the Internet, lack of scientific research on the drug and its legal status were less important factors.

Mephedrone has been the most publicized 'legal high' in recent years, but there are many new compounds currently emerging on Internet markets. In 2010, 41 new substances were detected in the EU, compared with 24 in 2009 and 13 in 2008. Of those 41 new substances, 15 are synthetic stimulants, just like mephedrone. One of these may become the new 'legal high' that current mephedrone users want.

Says lead researcher Tom Freeman of University College London, "Drug users today are attracted to new substances that are pure and have few adverse effects. Lack of scientific research on the effects and risks of new legal highs might explain why young people rely on subjective reports from friends or the Internet when deciding whether to try a new substance. Internet reports may be biased and offer an opportunity for drug vendors to promote their products. As well as encouraging new research, an important harm reduction strategy is for the media and advice websites such as FRANK to provide balanced and up-to-date information on these drugs."

Wikipedia to be blacked out over anti-piracy bill

Wikipedia will black out the English language version of its website Wednesday to protest anti-piracy legislation under consideration in Congress, the foundation behind the popular community-based online encyclopedia said in a statement Monday night.

The website will go dark for 24 hours in an unprecedented move that brings added muscle to a growing base of critics of the legislation. Wikipedia is considered one of the Internet's most popular websites, with millions of visitors daily.

"If passed, this legislation will harm the free and open Internet and bring about new tools for censorship of international websites inside the United States," the Wikimedia foundation said.

The Stop Online Piracy Act in the U.S. House of Representatives and the Protect Intellectual Property Act under consideration in the Senate are designed to crack down on sales of pirated U.S. products overseas.

Supporters include the film and music industry, which often sees its products sold illegally. They say the legislation is needed to protect intellectual property and jobs.

Critics say the legislation could hurt the technology industry and infringe on free-speech rights. Among their concerns are provisions that would weaken cyber-security for companies and hinder domain access rights.

The most controversial provision is in the House bill, which would have enabled federal authorities to "blacklist" sites that are alleged to distribute pirated content. That would essentially cut off portions of the Internet to all U.S. users. But congressional leaders appear to be backing off this provision.

Tech companies such as Google, Facebook, Yahoo, Twitter, eBay, AOL and others have spoken out against the legislation and said it threatens the industry's livelihood. Several online communities such as Reddit, Boing Boing and others have announced plans to go dark in protest as well.

The Obama administration also raised concerns about the legislation over the weekend and said it will work with Congress on legislation to help battle piracy and counterfeiting while defending free expression, privacy, security and innovation in the Internet.

Wikipedia's decision to go dark brings the issue into a much brighter spotlight. A group of Wikipedia users have discussed for more than a month whether it should react to the legislation.

Over the past few days, a group of more than 1,800 volunteers who work on the site and other users considered several forms of online protest, including banner ads and a global blackout of the site, the foundation said. Ultimately, the group supported the decision to black out the English version of the site.

Jimmy Wales, the founder of Wikipedia who first announced the move on his Twitter account Monday, said the bills are a threat to the free, open, and secure web.

"The whole thing is just a poorly designed mess," Wales said in an email to The Associated Press.

Wikipedia is also requesting that readers contact members of Congress about the bill during the blackout.

"I am personally asking everyone who cares about freedom and openness on the Internet to contact their Senators and Representative," Wales said. "One of the things we have learned recently during the Arab Spring events is that the Internet is a powerfully effective tool for the public to organize and have their voices heard."

Wikipedia will shut down access from midnight Eastern Standard Time (0500 GMT) on Tuesday night until midnight Wednesday.

This is the first time Wikipedia's English version has gone dark. Its Italian site came down once briefly in protest to an Internet censorship bill put forward by the Berlusconi government; the bill did not advance.

"Wikipedia is about being open," said Jay Walsh, spokesman for the Wikimedia foundation. "We are not about shutting down and protesting. It's not a muscle that is normally flexed."

Russian space probe descending to Earth

A failed Russian probe designed to travel to a moon of Mars but stuck in Earth orbit is due to come crashing down within the hour, creating a shower of fragments that could survive the fiery re-entry.

The unmanned Phobos-Grunt probe is one of the heaviest and most toxic space derelicts ever to crash to Earth, but space officials and experts say the risks are minimal, as its orbit is mostly over water and most of the probe's structure will burn up in the atmosphere anyway.

Russia's space agency, Roscosmos, said that Phobos-Grunt ("Phobos-Soil") will crash between 12:50 and 1:34 p.m. ET. Other sources suggested re-entry might come even earlier than that window. The probe could come down anywhere along an orbit that would place it over the Pacific Ocean, South America, the Pacific and southern Europe. The rest of the world, including the U.S. and Canada, is outside the risk zone.

"The resulting risk isn't significant," said Heiner Klinkrad, head of the European Space Agency's Space Debris Office that is monitoring the probe's descent.

He couldn't say where exactly the probe may enter the atmosphere, but said that "most of Europe is excluded from an impact risk."

Roscosmos predicts that only between 20 and 30 fragments of the Phobos probe with a total weight of up to 440 pounds (200 kilograms) will survive the re-entry and plummet to Earth.

Klinkrad agreed with that assessment, adding that about 100 metric tons of space junk fall on Earth every year. "This is 200 kilograms out of these 100 tons," he said.

Thousands of pieces of derelict space vehicles orbit Earth, occasionally posing danger to astronauts and satellites in orbit, but as far as is known, no one has ever been hurt by falling space debris.

Phobos-Grunt weighs 13.5 metric tons (14.9 English tons), and that includes a load of 11 metric tons (12 tons) of highly toxic rocket fuel intended for the long journey to the Martian moon of Phobos. It has been left unused as the probe got stuck in orbit around Earth shortly after its Nov. 9 launch.

Roscosmos says all of the fuel will burn up on re-entry, a forecast Klinkrad said was supported by calculations done by NASA and ESA. He said the craft's tanks are made of aluminum alloy that has a very low melting temperature, and they will burst at an altitude of more than 60 miles (100 kilometers).

"These tanks are expected to release the fuel above 100 kilometers, and then the fuel is going to burn in the atmosphere and later the tanks are going to burn up themselves as well," Klinkrad told The Associated Press in a telephone interview from his office in Berlin.

The space era has seen far larger spacecraft to crash. NASA's Skylab space station that went down in 1979 weighed 85 tons (77 metric tons), and Russia's Mir space station that deorbited in 2001 weighed about 143 tons (130 metric tons). Their descent fueled fears around the world, but the wreckage of both fell far away from populated areas.

The $170 million Phobos-Ground was Russia's most expensive and the most ambitious space mission since Soviet times. The spacecraft was intended to land on the crater-dented, potato-shaped Martian moon, collect soil samples and fly them back to Earth, giving scientists precious materials that could shed more light on the genesis of the solar system.

Russia's space chief has acknowledged the Phobos-Ground mission was ill-prepared, but said that Roscosmos had to give it the go-ahead so as not to miss the limited Earth-to-Mars launch window.

Its predecessor, Mars-96, which was built by the same Moscow-based NPO Lavochkin company, also suffered an engine failure and crashed shortly after its launch in 1996. Its crash drew strong international fears because there were 7 ounces (200 grams) of plutonium onboard. The craft eventually showered its fragments over the Chile-Bolivia border in the Andes Mountains, and the pieces were never recovered.

The worst ever radiation spill from a derelict space vehicle came in January 1978 when the nuclear-powered Cosmos 954 satellite crashed over northwestern Canada. The Soviets claimed that the craft completely burned up on re-entry, but a massive recovery effort by Canadian authorities recovered a dozen fragments, most of which were radioactive.

Phobos-Grunt also contains a tiny quantity of radioactive cobalt-57 in one of its instruments, but Roscosmos said it poses no threat of radioactive contamination.

The spacecraft also carries a small cylinder with a collection of microbes as part of an experiment by the California-based Planetary Society that designed to explore whether they can survive interplanetary travel. The cylinder is attached to a capsule that was supposed to deliver Phobos ground samples back to Earth.

It's not clear whether or not that capsule would be destroyed during re-entry, but the chances that it will ever be found are extremely low.

Microblogging use in China quadrupled in 2011

Use of microblogging in China quadrupled in 2011 compared with the previous year, with nearly half of all Chinese Internet users now taking to the near-instant service to gather news and spread views, a government Internet think tank said Monday.

Microblogging, or "Weibo" as it is known in China, allows users to send short messages of 140 characters or less to their followers. Twitter, the most popular microblogging platform in the world, is blocked by China's censors.

Sina Corp and Tencent Holdings both run popular Weibo platforms in China, and both firms claim to have more than 200 million users.

Last year was a watershed year for Weibo with major events such as the Wenzhou high-speed train crash in July fuelling intense discussion on the platform.

The vibrant discussion and rapid dissemination of information on Weibo caused hand-wringing within the Communist Party, which fears that losing control of information and opinion could threaten its authority.

In December, city governments announced rules to regulate microblogging operators, requiring new users to register with their real names.

The total number of Weibo users rose 296 percent to 249.9 million in 2011, data from the China Internet Network Information Center (CNNIC) showed, meaning nearly half of the Chinese Internet population used Weibo.

CNNIC said in its report that by the end of December, there were 513 million Internet users in China, representing an Internet penetration rate of 38.3 percent.

Another spot of high-growth in the Internet sector was the group-buying industry that saw a 244.8 percent user growth in 2011, bringing the total to 64.7 million users at the end of December.
