MOSCOW (Reuters) - President Vladimir Putin has ratified a new agreement with the United States that tightens up rules for U.S. citizens adopting Russian children, his office said on Monday, after a spate of abuse cases that have outraged public opinion in Russia.
More than 60,000 Russian children have been adopted by foreigners, mostly Americans, since the 1991 collapse of the Soviet Union, a touchy subject with the Russian authorities who favor domestic adoption.
"Not every international adoption ends happily," the office of Pavel Astakhov, Russia's Children's Rights Commissioner, said in a statement. "According to official data only, 19 Russian children died at the hands of U.S. citizens over the last 10 years."
Several high-profile cases in which Russian-born children have died in the United States after abuse by their new parents have generated headlines in Russia and been condemned by Russian politicians.
In 2010, a U.S. woman abandoned her adopted son and put him on a plane alone back to Russia.
Under the new agreement, foreign adoptions will be subject to stricter control by authorized agencies, and adopting families will be more thoroughly vetted and monitored.
The office of the Children's Rights Commissioner said it would also seek information on all Russian-born children adopted in the United States.
In 2009, U.S. parents adopted 1,585 children from Russia, down from a peak of 5,863 in 2004.
Separately, Putin also signed another bilateral agreement with Washington easing visa restrictions, his press office said on Monday.
That agreement will allow tourists and business travelers from the United States and Russia to receive multiple entry visas with longer validity periods, the U.S. embassy in Moscow said.

WORCESTER, Mass. (AP) ? A man who had recently separated from his wife shot his two children, killing his 7-year-old daughter, before committing suicide, prosecutors said.
A family member called police Saturday night after finding the bodies of 41-year-old Daryl Benway and his daughter, Abigail, in the master bedroom of their two-story Oxford home, Worcester County District Attorney Joseph Early Jr. said.
Benway's 9-year-old son, Owen, was found shot in the head in the kitchen and was taken to UMass Memorial Children's Medical Center in serious condition. Owen has been in pediatric intensive care, a spokesman for Early said Sunday. He said he had no additional information about Owen Benway's condition, and a hospital spokeswoman would not comment.
Benway's wife, Kelleen, returned home after the shootings, unaware of what had happened, and found a swarm of police cruisers and television crews, Early said. She was taken to the children's hospital, where authorities told her the fates of her children and husband.
Neighbors told the Telegram & Gazette that Daryl Benway's brother Shawn lived on the first floor of the home with his wife and mother. Shawn Benway called 911 to report the shootings, Early said.
Early said he couldn't speculate on a motive. He said the Benways separated weeks ago but were still married.
No restraining orders had been filed against Daryl Benway, and he had no criminal record, the DA said. He had a gun license that expired in 1999, Early said.
On Daryl Benway's Facebook page, his profile picture posted in December showed him with his family in front of a Christmas tree. He described the woman next to him as "my Beautiful wife Kelleen." Owen stood in front of him in a white dress shirt and red plaid tie, while brown-haired Abigail wore a black and white dress with a black hair bow.
Daryl Benway listed his place of employment as TJX Cos., which operates discount retailers TJ Maxx, Marshalls and HomeGoods, as well as Ross Stores Inc.

Jeremy Albert of Glenn Park Christian Church is used to sending a message through song. But it's a message he recently received through the internet that really caught his attention.
"It basically said that Moline Christian Church in Moline, Kan. had their building, that was built in the 1820's, struck by lightning on June 15th," Albert said.
That email, from one of his parishoners, went on to say the lightning strike had caused a fire which decimated the church.
"I went out and I researched it and I saw some pictures online and I thought, 'Boy, what can we do?'" Albert said.
A few months ago he worked with other local musicians to organize a beneft concert for a Wichita church destroyed by arson.
Despite not knowing anyone in Moline, he got back on the phone with the musicians.
"And I said, 'What do you think of doing a concert like we did for Mid-Continent (church) for Moline?' And they said, 'Yea, we'd love to be a part of that.'"
He received the same response from at least five groups who will perform Tuesday at his church in "Help for Moline: A Benefit Concert."
Doors open at 6 p.m. and the concert is scheduled to begin at 6:30 p.m. The church is at 2757 South Glenn in Wichita.
There is no charge to attend. But they will take a peace offering for those who care to donate. All the money will go to Moline Christian Church.
Also, the musicians who will perform will sell merchandise. Twenty percent of the merchandise sales will be donated to Moline Christian Church.
"Honestly, I would just love to see this place packed full of people wanting to come and help, and worship God, wanting to come honor God with whatever they can do," Glenn Park Christian Church Worship Team drummer Erin Henderson said.
They'll have a head start on packing the pews.
"They are planning on bringing up four or five car-loads from Moline," Albert said.
Albert doesn't know exactly what to expect in terms of overall attendance and donations Tuesday night but he says he hopes, at the very least, the music will deliver a message of hope.
"My prayer is simply to say (Wednesday) here's a check, this is what happened last night and we are really excited to give this to you and we hope it will help you in your efforts to rebuild," Albert said.

Contrary to earlier reports, the FBI did not take possession of the package and its contents, prosecutors said. That action was taken by the Aurora Police Department.
One news account said police obtained two search warrants. That also was inaccurate, prosecutors say. They say the police obtained only one search warrant prior to seizing the package.
Third, prosecutors say media accounts suggesting police are examining the contents of the package are inaccurate. ?The contents were secured and not examined, and [are being] held for potential in camera review,? the state?s brief says. WASHINGTON/CALGARY (Reuters) - The U.S. pipeline safety agency launched an investigation on Saturday into an oil spill in Wisconsin on Enbridge Inc's network that briefly shut much of the company's pipeline system feeding Canadian crude to the U.S. Midwest.
Enbridge's 318,000 barrel per day Line 14 pipeline, which carries light sweet Canadian crude to Chicago-area refineries, was shut on Friday after an estimated 1,200 barrels of oil were leaked, and the Canadian company said on Saturday it did not have a restart time for the pipeline yet.
Two pipelines that had also been shut, the 400,000 bpd Line 61 and the 670,000 bpd Line 6A, had been returned to service on Saturday following the spill, however.
Enbridge said 180,000 bpd Line 13, which carries diluent from Chicago to Edmonton, Alberta, was also shuttered and would be restarted once it was confirmed it had not been impacted by the release.
The cause of the spill, which occurred almost two years to the day after another major spill in Michigan on a different section of the system, had yet to be determined but repairs on Line 14 -- part of the Lakehead pipeline system -- were expected to begin later in the day.
Enbridge Energy Partners said on Friday there was not yet a time frame for when flows would resume, and the cause of the spill had not yet been determined.
"(The U.S. Transportation Department's Pipeline and Hazardous Materials Safety Administration) is investigating the cause of the Enbridge crude oil pipeline failure in Wisconsin," spokesman Damon Hill said in an email, adding that an inspector had been sent to the location of the pipeline failure.
Representatives from the U.S. Environmental Protection Agency were also on sight, Enbridge said. Line 14 is one of four lines that ship mainly Canadian crude via Lakehead, a 2.5 million bpd network that is the principal route for Canadian exports.
PREVIOUS SPILLS
The news will not help Enbridge build public trust in its network, which has come under scrutiny following several high-profile incidents, including a spill in Alberta last month and the massive leak in Michigan two years ago.
Just weeks ago, the U.S. National Transportation Safety Board delivered a scathing report of Enbridge's handling of the July 2010 rupture of its Line 6B near Marshall, Michigan, which led to more than 20,000 barrels of crude leaking into the Kalamazoo River.
The NTSB said it found a complete breakdown of company safety measures, and that Enbridge employees performed like "Keystone Kops" trying to contain it. The rupture went undetected for 17 hours.
U.S. pipeline regulators fined it $3.7 million for the spill, their largest ever penalty.
The incidents have caused furor just as the company seeks approval for its C$6 billion Northern Gateway pipeline to Canada's West Coast from Alberta amid staunch opposition from environmental groups and native communities that warn against oil spills on land and in coastal waters.
Enbridge said Line 14 was a 24-inch diameter pipe that was installed in 1998, making it a relatively new line.
In most cases, smaller pipeline leaks can be repaired quickly allowing operations to resume pumping, although regulators may require significant work if they find any cause for alarm. Following the leak two years ago, the line was shut for over two months.
No injury was reported on Friday at the line, which is near Grand Marsh, Wisconsin, Enbridge said.

JERUSALEM (AP) ? With just days left before a court-imposed deadline to reform Israel's military draft law expires, the nation's political leaders are at loggerheads on how to resolve what has become perhaps the country's most pressing ? and divisive ? domestic issue.
The impasse over whether and how to scrap the mass exemptions from military service for ultra-Orthodox Jews has already cost Prime Minister Benjamin Netanyahu his largest coalition partner. With no obvious compromise in sight ahead of the Aug. 1 deadline, the issue has the potential to trigger the government's collapse and lead to snap elections.
The debate over the exemptions cuts along the nation's secular-religious divide. Israel's secular majority, which is required to perform two to three years of compulsory service, widely resents the exemptions, while ultra-Orthodox leaders have been equally adamant in their refusal to compromise, claiming their young men serve the nation through prayer and study.
Earlier this month, Prime Minister Benjamin Netanyahu, who has vowed to find a resolution that will please all sides, dissolved a high-profile committee that recommended largely doing away with the mass exemptions. That prompted his largest coalition partner, the centrist Kadima Party that joined the Cabinet in May with the explicit goal of ending the exemptions for the ultra-Orthodox, to quit the government.
Netanyahu now has presented a watered-down alternative that doesn't appear likely to be implemented either.
The current exemptions infuriate the general public, since almost all others are required to serve in the military. Meanwhile the ultra-Orthodox, who make up about 10 percent of Israel's 8 million citizens, live off state subsidies in their insular communities.
A solution appears unlikely to be found by the Aug. 1 deadline. If nothing happens by then, some 60,000 ultra-Orthodox men of military age who currently enjoy exemptions will officially be considered deserters. But Defense Minister Ehud Barak also has the prerogative to issue emergency measures to maintain the status quo if he decides to do so.
Barak has said he would begin drafting an unspecified number of ultra-religious soldiers on that date and propose temporary legislation until a permanent arrangement is reached. Only 1,300 agreed to be drafted this year.
The draft privileges date back to the 1940s, when Israel's founders exempted 400 exemplary religious students to help rebuild great schools of Jewish learning destroyed during the Holocaust. As the ultra-Orthodox have emerged as kingmakers in Israelis politics, they have blocked any reform initiatives ? until Israel's Supreme Court earlier this year ruled the current arrangement discriminatory and ordered an end to the exemptions.
The doomed committee, headed by Kadima lawmaker Yohanan Plesner, met for weeks and ultimately suggested that no more than 20 percent of ultra-Orthodox males, roughly 1,500 people a year, be granted exemptions, while others be permitted to defer service for no more than four years.
But Netanyahu rejected the recommendations, saying they were unlikely to win parliamentary approval, and tasked former military chief and current hawkish Cabinet Minister Moshe Yaalon from his own Likud Party with drafting an alternative.
Kadima quit the government last week after the sides failed to reach a compromise.
Yaalon, meanwhile, has presented a plan that would allow deferrals to continue till age 26 ? when most ultra-Orthodox men already have several children. It also rejects personal sanctions against those who shirk service and includes a plan to draft Arabs into the military or alternative community service.
Netanyahu said the proposal will "gradually increase the number of those who serve, among the ultra-Orthodox and the Arabs, without setting public against public."
"This will be a realistic change that will be possible to implement, and not an empty move the goal of which is to grab headlines. We will give more to those who serve and less to those who evade," he added.
But the new proposal almost immediately drew a cascade of criticism from opposition and social activists alike.
Kadima leader Shaul Mofaz, now head of the opposition after leaving the government, charged Netanyahu with cowardice and "choosing those who evade over those who serve."
Officially, ultra-Orthodox leaders insist on maintaining the sweeping exemptions, for fear of assimilation in a largely secular military. But parliamentary officials say that in private meetings they have shown some willingness to compromise. The officials spoke on condition of anonymity because the meetings were closed to the public.
For his part, Netanyahu has pledged to "enact a historic change," but at the same time appears reluctant to alienate the ultra-Orthodox community that has traditionally supported him.
"The Netanyahu government has decided to prefer its ultra-Orthodox, anti-Zionist partners over the vast majority of the public," said Uri Regev, a rabbi who heads the religious equality group Hiddush. "It is determined to miss the historic opportunity to share the national burden and deal a catastrophe to the national economy and national security."

The Tunisian government will sell off stakes once held by a relative of ousted strongman Zine El Abidine Ben Ali in a mobile phone operator and a car dealership, a finance ministry official said on Thursday.
Selim Besbes, secretary of state at the finance ministry, told reporters that a call for international tenders will be issued on Friday for stakes in mobile operator Tunisiana and the Ennakl Automobiles dealership.
The state will seek to sell a 25 percent stake in Tunisiana and 59 percent stake in Ennakl, which were both once held by Sakher El Materi, a son-in-law of Ben Ali.
The offer closes on November 2 for Tunisiana and at the end of the year for Ennakl -- agents in Tunisia for German carmaker Volkswagen.
Ben Ali fled to Saudi Arabia in January 2011, ousted from power by a massive popular uprising that ended his 23-year autocratic rule.
Other relatives also fled the country in the aftermath of the uprising. El Materi is said to be in Qatar.
